The police reported that they collected conflicting statements from witnesses of a man who allegedly pulled his privates out of his bathing suit at the beach while staring at a woman nearby.
64-year-old Charles Hixon is a retiree who lives in Palm Harbor, Florida.
On the afternoon of May 24, Hixon was spending time at Sunset Beach in Tarpon Springs.
According to reports, Hixon, who was wearing a speedo bathing suit, walked into the ocean until the water reached his knees.
Amongst the other people on the beach was a 28-year-old woman.
It was reported that she was in a spot on the beach that gave her a full view of Hixon.
The woman reported that she saw Hixon reach down the front of his bathing suit and pull out his private parts. She alleged that while he had his penis in his hand, he purposely smiled at her. The woman asserted that Hixon knew that she could see what he was doing.
The Tarpon Springs Police Department was notified, and officers spoke with the alleged victim. The woman explained the situation, and she gave the police a description of what the man looked like below the belt.
The authorities also talked to another person visiting the beach who said they had an unobstructed view of Hixon while he was in the water. The witness reported that they did not see the man uncover his privates.
Hixon, who was not found to be under the influence of narcotics or alcohol at the time, was placed under arrest for the allegations. He was booked into the Pinellas County Jail in lieu of a $150 bond and is expected to face charges for exposure of sexual organs.
