On the evening of June 16, a 35-year-old man from Williamsport was reportedly on foot on a local urban street. He was in front of a woman’s residence, and when she opened her door because she thought a delivery driver had arrived, she thought she saw the man holding a knife. It was reported that she became frightened for her safety and called the authorities to report the situation. Troopers from the Pennsylvania State Police Montoursville Barracks, Troop F Headquarters, went to the address to investigate.
When the troopers arrived, the man was still in front of the residence, and they assumed he was carrying a weapon. They told him several times to drop what he was holding, and when he did so, the troopers said they retrieved a folding knife. According to reports, when they told him to kneel on the ground while facing away from them, he instead tried to approach them. One of the troopers discharged their taser, causing the suspect to fall down. They spoke to him about the situation, and they believed he smelled like alcohol and was behaving as if he were intoxicated. They additionally alleged that when asked, he was unable to spell his name.
