According to the National Highway Traffic Safety Administration, Halloween weekend is one of the deadliest times of the year. In 2009, approximately 48 percent of all highway fatalities on Halloween night, between the hours of 6pm and 6am involved a drunk driver who had a BAC level of .08 percent or higher.
