A registered sex offender in Los Angeles County was caught after allegedly peering into a private residence and masturbating while looking at a 15-year-old girl.
29-year-old Luis Cedeno resides in Long Beach, California, and he is listed in the Megan’s Law database for sexual offenses of more than one count of indecent exposure, and annoying or molesting a child under 18 years of age.
Near 4:00 am on July 14, a person believed to be Cedeno was reportedly hanging around outside a home where a teenage girl was laying on the sofa while watching television in the living room.
According to the authorities, Cedeno approached a window where the blinds were askew, and he allegedly took advantage of the breach by using it to peek inside the living room.
It has been alleged that Cedeno noticed the fully-clothed teenager relaxing in her home and focused on her while he began to touch himself for the purported purpose of sexual gratification.
The Long Beach Police Department was made aware of the incident, and when they went to the home of the alleged victim they talked with her dad about what he believed had transpired.
The police also reported that they collected a recording from a residence’s Ring camera, and using the footage they purported that Cedeno was the suspect they were seeking.
Approximately 7-hours after they were first notified about the alleged public masturbation, the police found and detained Cedeno for the accusations.
Cedeno was taken into custody and booked into the Long Beach City Jail. He is expected to face charges for indecent exposure, peeping, and a violation of his conditions of parole. He is being held without bail.
